Chief Engineer
Luckner Bayas, Chief Executive Officer of BAYASSOCIATES, Inc., is responsible for the daily operations of the firm. As the Principal-in-charge, he oversees and reviews all projects in the office. Mr. Bayas has a dual background and experience in civil and structural engineering. His structural portfolio includes stress analysis of various component parts of nuclear power plants, design of low-rise buildings, retaining walls, foundations, building structural condition assessment. His civil side includes site layout, grading, design of drainage and utility systems, preparation of plans and specifications for permitting and construction for commercial and residential site developments. As a consultant for the Town of Hopkinton Planning Board, Mr. Bayas performs construction inspections, quality control of roadway infrastructure systems, bond estimates and asbuilt reviews. He consults for the Massachusetts Alliance for Small Contractors assisting their Clients with issues on plans, specifications, and bids for public projects. M. Bayas also works with the US. Office of Housing and Urban Development (HUD) monitoring construction progress of various multi-family housing projects while ensuring strict compliance with approved plans, specifications, HUD guidelines and Construction quality standards. Mr. Bayas is a graduate of Northeastern University and the University of Lowell and is a Registered Professional Civil Engineer in the State of Massachusetts.
YACOV I. FELDMAN, P.E.
Structural Engineer
Yacov I. Feldman is a structural engineer with extensive experience here in the United States and abroad. His structural engineering design experience includes: bridges, paper mill facilities, co-generation power plants, bus storage facilities, wastewater facilities, boiler stations, automobile factory, office buildings, residential and commercial structures. He continually utilizes his in-depth knowledge and experience to resolve challenging assignments at BAYASSOCIATES, Inc. Mr. Feldman is a graduate of the University of Moscow, USSR and is a Registered Professional Engineer in the State of Massachusetts.
LIBERATO L. ABRIAM, P.E.
Civil Engineer
Mr. Abriam has over 40 years of experience in civil site development and transportation engineering. This includes feasibility studies, site layout, land development, site grading, drainage, storm management, water system, sanitary sewer, septic systems, permitting, preparation of construction documents, and construction supervision. This also includes planning studies, conceptual roadway design, design of new roadways, airfields, rail transit stations, roadway widening and rehabilitation, highway drainage design, utility relocation, signalized intersection design, traffic analysis, and bridge design. Mr. Abriam has a comprehensive knowledge of MHD, FHWA, and AASHTO standards and procedures, knowledge of Massachusetts Wetland Protection Act, 401 Water Quality Certification, and Army Corps of Engineers permit programs. He has over 12 years of project management experience responsible for directing, managing, supervising and coordinating the activities and operations of transportation and site development projects ensuring that projects are designed and delivered within established standards of quality, budget and schedule. Mr. Liberato is a graduate of the University of Manilla, Philippines and is a Registered Professional Engineer in the State of Massachusetts.
